Hackers who breach and cause substantial harm to critical infrastructure systems would face a mandatory minimum three-year prison sentence if the White House gets its way.

Any breach of the guidelines, by locals or foreigners, carries a possible prison penalty.

"It is considered a grave breach of security rules," a police spokesman said, adding that a prison guard or a police officer should have been on the tower at all times.
