If the illegal act mentioned in the preceding paragraph causes damage to the interested party, the unit to which the animal quarantine officer belongs shall bear the liability for compensation.

No unit or individual may obstruct a quarantine functionary of an animal and plant quarantine organ from carrying out his or her duties according to law.

Article 13 When the health and quarantine organ conducts sanitary inspections and sanitizes registered parcels, the postal unit is required to offer cooperation.
