The total quota of water use in different level of water saving was put forward based on regression analysis, probability estimation analysis, advanced quadraticmean method and geometric mean method.
A counter example shows that weak consistency and quadratic-mean consistency are non-equivalent and that the existence of arbitrary order moments cannot guarantee the quadratic-mean consistency.
To solve the problem, a non-quadratic objective estimator, the weighted least absolute value (WLAV) estimator, and least mean squares (LMS) estimator are proposed.
