Coupled with the (apparently premature) detonation of a massive car-bomb on 18 December 1995 -- an act attributed to foreign Islamic elements, the suspicious automobiles could be evidence of an emerging and serious threat to U.S. personnel in Tuzla, Sarajevo or elsewhere in Bosnia.
