To access generics information without loading classes into the JVM, you need a way of reading the generics information stored inside the binary class representation.

Because the class is not a parameterized type, no signature is added to the binary class representation for the class itself.

You can think of an instance of this class as an in-memory representation of the rules contained in your rules file.
