When a Powerserver utilization goes slightly beyond the buffer threshold (two CPUs beyond, to be exact), it crosses the warning threshold (not displayed on graph).
This event triggers an alarm that is automatically entered into the UPMC incident management system, which, in turn, notifies all Powerserver administrators of the problem.
