Launching a consultation on how the smart meters should be rolled out, the Department for Energy and Climate Change (DECC) claimed the scheme will be the biggest smart meter project in the world.

But, as in track and field, whether you take part in the project is 100 meter dash, long jump, high jump and hurdle race, speed, rhythm, attitude, will determine your final success.

The project – a 200 square meter small chapel, is located in Wanjing Garden along Nanjing's Riverfront.
