Damaged condition and residual capability to resist failure load of a structure under seismic action are important for seismic optimum design and post-earthquake strengthening.

In this paper, the fuzzy reliable optimum design's mathematical model of the spur gear under the action of the sliding friction is set up by using the fuzzy and reliable theory.

The theory was made up of such basic concepts as action system, action structure, action privilege and social optimum.
