Dress for 15-20 degrees Warmer: Over-dressing is easy to do in winter running.

This is often better than over-dressing yourself. Hot water bottles can also help.

I'm personally in favor of erring on the side of over-dressing - but not to the extent that you put on something you would never normally wear.
