When there are no dependent materialized query tables (MQT), the system initiates the second phase after the first phase (ALTER table DETACH PARTITION) commits.

The phases of a lifecycle are modular in nature; the execution of each phase provides its own benefits and is not dependent on the execution of the other phases to realize those benefits.
