Researches facility site selection and scale problem to study parking area outside the road, have set up the scale of delaying time parking in the minimum roadside on the basis of the motor vehicle.
In this paper, the minimum cost flow problem with fuzzy constraint is proposed for the first time, and the corresponding mathematical model is constructed.
