The charity supported an unsuccessful member's bill in the House of Lords in 2006 which proposed safeguards including a medical assessment by two doctors.

The private member's bill originallyproposed the death penalty for some offences, such as if a minor was involvedor the perpetrator was HIV-positive, but that clause has been dropped.
