A kinase that removes a carboxyl group; specifically (in full "phosphoenolpyruvate carboxykinase") an enzyme that brings about the formation of phosphoenolpyruvate by the decarboxylation and phosphorylation of oxaloacetate, as one of the steps in gluconeogenesis in animals and in carbon fixation in plants.
